whats the use of it ? it doesnt get replaced by howling blast. but the latter one is way superior to it. it deals more dmg and its aoe, so lol. wtf ??

in MoP? No use.
in WoD? Glyph of Icy Touch is useful in most of the newest dungeons, especially Lyrak in Upper Blackrock Spires(Removes the heal effect).

Yeah, its main use is definitely dispelling Mobs with the Glyph. There's several bosses with dispellable Buffs in WoD. Gug'rokk's Molten Core after messing up an interrupt comes to my mind.

I do not really use it for anything else.

Icy Touch glyph is absolutely mandatory in PVP.
