Darkmoon trinket, how do I upgrade it?

So I got the final card for Skull of War.. How do I upgrade it? It say it is Stage 1 of 3

Inscription can upgrade it for some pretty hefty matts, wont come cheap.

are the trinkets not BOE? how much will they run starting out?

They are BoE, on my server most cards cost about 5-6k each which is cheaper than buying the deck/trinket straight up.. because wow.
