DFA CP bug?

DFA either doesn't or refunds them or something. Lowest I've gone has been 5 to 3 cp and then when landing I usually get 1 or 2 refunded. Typically I can double finisher with this even without anticipation points. This is as combat so now random HAT procs. Is it just me or is this bugged out or intended? I mean if this is the way its supposed to be then this is rather awesome. Aoe pull with a DFA/CT combot during bladeflurry is pretty bursty.

It's giving CPs based on the number of targets hit by the AoE portion + one on landing.
Combat only if I'm not mistaken.
