'Prestige Card: The Turn' does Not Work!

I obtained an item called "Prestige Card: The Turn" after completing my inscription quest in Grom'kar. I tried it out, but said I was in the wrong zone! (Note, this is not the quest item but the quest reward that I am talking about). But I'm on Draenor! It should work! Should I submit a bug report on it?

Per wowhead: It does not work in your Garrison and tells you that you're in the wrong zone. Try using it outside the garrison.
