Turbulent Armament 630 weapon - what does it give?

Has anyone got any results from this item from a follower mission.

I have a 630 mace but using an old SOO HC WF offhand as not been lucky so I want to try and get a staff from it. I was wondering if resto or balance makes it give you a staff?

and dam - it looks like I can get the 1 hander or 2 hander (I want the 2H).
