you have to stream before anyone can watch it
so unless you decide to stream then no.. no one can watch you play
also, i belive it will become big, and prob fast
twitch requires you to use a third party program to stream and it takes a lot of time to set up etc.
seems like with steam you have it all set up and rdy to go with the click of a button

so when i play a game i use a ton of my connection on streaming the game for my friends to see?? and if i have a bad connection it's just tough luck for me and i'm unably to play online games
that doesn't make sense
unless valve plans to add a spectate mode to all steam games, then you prob have to start streaming before people can watch
there has to be someone who streams the game, and having it forcing you to stream is insanly dumb and unlogical

I can't really comment on how it works, as I don't know. I believe it will begin uploading as soon as you accept someone to view, if on invite only, or once someone starts viewing.
What I do know is there is no start or stop stream option.
There is a stop button once you actually start to stream, and you have to accept someone's request to watch your stream for it to start in the first place.
Even you have to admit that active accounts isn't exactly activity measurement in itself. My steam is running in the background atm. It automatically logs in when ever I'm at my computer, without me browsing anything on steam (store, library, community, etc). I'm quite sure that there are many cases as this which would be included as "active accounts". What exactly qualifies as an active account to steam?
Hence, I believe it is a faulty comparison between Steam's "active" accounts to monthly activity with twitch. Funny thing is, I actually believe that Steam has more average activity than Twitch, you just need to compare this: http://store.steampowered.com/stats/
