    Enhance Procs and Multistrike?

I'm trying to understand multistrike as Enhance.

I'm not clear on what multistrike is considered in the game mechanics and how additional strikes are treated with our abilities. Whenever multistrike procs from our melee abilities are those considered additional melee hits? And if so do those allow for additional procs from Maelstrom Weapon, Windfury and Flametongue?

Any help on understanding the mechanic would be great, thanks.

Multistrikes don't proc anything for enhancement.

Multistrike is a new secondary attribute introduced in Warlords of Draenor. It provides a chance for spells and abilities to fire up to two additional times, at 30% effectiveness (both damage and healing). In PvP, multistrike will only have once chance to provide a single additional strike.

For example, you might cast a [Frostbolt] against your target, hitting for 1000 damage, and then score a multistrike, causing a second Frostbolt to hit the target (with no additional mana cost or casting time) for 300 damage. In other words, sometimes you'll hit just once for normal damage; sometimes you'll hit twice, with the second hit dealing 30% damage; and occasionally you'll hit three times, with the second and third hits each dealing 30% damage.
So for our melee attacks the additional multistrike hits seems to fit the criteria of what our proc tooltips say:

When you deal damage with a melee weapon, you have a chance to gain an application of Maelstrom Weapon.
    or

Each of your main-hand attacks has a 20% chance of triggering three extra attacks dealing 40% weapon damage.
    of

Each of your off-hand weapon attacks causes up to (0.075 * Attack power) additional Fire damage, based on weapon speed.
So why wouldn't we be gaining additional procs from the additional attacks from Multistrike?
