Is this an alliance only item? I am horde and have not done any quests in the zone so she is red to me. Willing to race change twice before my next raid to have this all expansion.

It's a consumable so it's probably not worth it. You can get a Tito or an Ogre pinata. To be fair, starting without orbs with CoP is not as bad as it was in MoP, and you'll more than make up for it once you hit execute range.
