That looks like a weakaura that is stretched wrong.

Try to write
/wa
and see if it shows up, and then do some testing to figure out which aura it is, and disable/modify it.

It could also be a UF addon like xperl or a bar addon like dominos that are messing with your alt power bar.

That's not a WeakAura. That's the alternative power bar for the flamethrower. One of your addon seems to change its location and size.
Your listed addons shouldn't mess with that. Try disabling them one by one until the problem is gone. My guess is that it's either dominos or xperl.

If it helps something similar happened to me once and the only addons on your list that I also use are Weak Auras and Skada. In any case reloading UI fixed the problem.

Seeing XPerl in that list, it'll be my first suspect. That cancerous addon is nothing but bugs and problems.
