what's up with CN wow ladders ?

Hello

I was wondering if anyone knew whats up with the CN (China) WoW pvp ladders ?
I remember that for PvE, they had different lock outs and item lvls but recently the devs harmonized it with the rest of the world
does pvp functions on a different system too ?

I cant picture how is it possible to have such high ratings right now ...

some teams have 99% win rates while in blue / green gear ?
5s teams with 250+ wins ?
174 - 0 in 5s, 195-0 in 5s , multiple green/blue geraed chars with 100% win rate in 3s..

Aren't they behind on expansions? Like they are playing Cataclysm or MoP right now I thought.

Win trading is the only thing I could possibly attribute that kind of statistic to. WoW is managed by another company in China, so perhaps they just don't care.
