I had this as my weekly Garrison Campaign but it seems like it is not complete.
I did 3 quests and killed Socrethar.
But I didn't get any followup quest and I don't see that step marked a completed in the achievement.
Am I missing something or it look like it's bugged?

That's all I had too. Didn't check my achievement to see if it's marked for completion, though...

Just checked and mine is showing as completed after I did it last night. It was an extremely short campaign quest though and I was wondering if there was supposed to be more to it.

You missed the timesink that is the bug of the NPCs not showing up at Socrethar, that's why its so quick.
It takes a lot longer when you need to find a friend to log an alt on a server where it is not bugged so you can complete it.

Someone on Wowhead was saying that this wasn't giving them credit towards their achievement either. You might have to put in a ticket or something since this seems to be an issue.
Currently playing Borderlands 1 remaster. Amped for Borderlands 3.

When I came back home last night I checked my achievement and that step is now showing as completed.
