Frost timing questions

A couple of questions that I seem to be getting conflicting or obsolete answers on:

-Is it best to save Mirror Images to sync with Icy Viens?
-Is it best to save Copelands Clarity for Icy Viens? Or just blow it on Mirror Image since they both share 2m cooldown?
-Is it only best to use PC when your ice lances can cleave off the crystal? And if so, can this happen on Twin Ogrons? I would imagine not since their hitbox is so far in the air.

Sync MI with IV? - No
pop MI and Copelands on CD. They'll line up as they both have 2m cd.
PC is used on every single target fight. (Someone may correct me on this, but i think the crystal splits the dmg for each target it hits, instead of cleaving it?)

So, mirror images gain the benefit of Copelands Clarity confirmed?

MI deal damage based on your spell power. dynamic scaling ensues, so yes.
