Holy Radiance and Light of Dawn Usage?

Hello,

I recently started healing on my paladin alt, and i was wondering if Holy radiance and LoD are even worth to use at lvl 100? Because to me it doesn't really seem worth it considering the mana cost of Holy radiance and the amount of healing it does, and for LoD i feel like Holy Power is better of used on EF.

While im here i might aswell ask this, when would be the best time to use the Holy Avenger talent?

SS > EF on most fights in my experience.

In very very limited cases such as on brackenspore in blue, SS is not really used by that many paladins right now.
