I have a garrison level 3 inscription but need to create secret of draenor inscription but i need the recipe first. I get it from Draenor Inscription. Where do i get this?

Doesn't the inscription recipe seller got it?
If not got to your faction city in Ashran and ask for the trainer there, those have it.

First, are you a scribe? You have to be a scribe to make it, and would have learned it when you learned Draenor Inscription.

If you are a scribe and had inscription when levelling up you would have gotten it for free in the first Draenor zone as you receive profession based quests.
If you have recently switched to it or didn't get it for some reason, you can purchase it for 90g from either the inscription trainer in Ashran, or from the inscription trainer in your garrison if you have the inscription hut.
