    Question regarding garrison perks while under construction

    Would lvl 1 and 2 perk of a building be active while the building is being upgraded to lvl 3?

    Yes they are. In some specific instances where perks haven't worked while upgrading a building, these have been bugs and should have mostly been fixed by now.
