There's some interesting news from Blizzard about this for 6.1:

Level 100 characters with a Tier-3 Garrison will now receive an item in the mail that increases a single Battle Pet's level to 25.

So if you're not too far along and don't want to grind your first pet to 25, there is some relief on the way if your garrison is in good shape.
