Dispel Question

So I know dispels are very important this season and im not asking about defensive dispels on my team im asking about offensive dispeling on the enemy team. What classes should I be dispeling the most and what spells or spell effects should i be looking for to dispel? Also are there any addons to help with this like for example there was a addon that would let mages know when to spellsteal.

Prio Ferals and rets so they cant heal. dispell hots and damage/heal buffs. Ferals 100 talent that increases their damage by 30% after using healing touch can also be dispelled (bloodtalons)
