Practically every monitor comes as eye blinding. LEDs are more harsh than CCFL in general. Don't quote me on this, but the W-LED is generally an issue. W-LED is actually blue LED with yellow phosphors. Supposedly blue is part of the offending issue for eye discomfort, hence the low bluelight modes that exist. Which may be an issue to some people. Again, don't quote me on this if it's actually because of the W-LED being blue LED + yellow phosphor or something else.
Personally, the brightness I am comfortable with is about 60 cd/m2. A lot like to advertise 250 cd/m2, 300 cd/m2, or sometimes absurd 450 cd/m2. Out of box is in general always super bright. It's a bigger is better kind of advertisement despite it being useless.
Eh, I have an old ass TN, 2006 or 2007 one. Viewing angles are still shit. Color shifts are pretty prominent for me to notice.
