Did they change blacksmith recipe drop rates?

So I recently got to 70 on my ps4. When I did the same thing on PC both when RoS launched and then later with Season 1 I was showered with blacksmith recipes. Until I had them all getting 2 per Rift wasnt uncommon. I just hit p25 on the ps4 and havent gotten a single one. Did they mess with the drop rate on legendary BS recipes or something? Its just I remember them dropping like candy.

I don't know if PS4 was updated the same way as PC - i remeber them tinkering with recipe drop rates, but i don't remeber much more.

Just started seasonal, was getting at least 1 pattern every 1-2 rifts
