Does simcraft calculate the DPS on copelands, with or without the tooltip bug?

As most of you might know, copeland's says 1467 spell power, but only gives 1100, i'm wondering whether or not simcraft calculates it as 1467 SP or 1100 SP?
Because if it calculates as 1467, then it is effectively lower than what my shards of nothing would give me i believe, does any one of you guys know?

1100, all trinkets should be accurate to the most recent hotfixes at this point.
