No active followers under 100, still get xp missions like crazy

I would say on average 80% of all my garrison missions are for XP, and yet, every single ACTIVE follower I have is level 100 and epic.

Is this supposed to be like that? Do non-active followers count against this? Can I get rid of them if this is the case?

It'd be a little overpowered if every single mission was replaced by gear/gold missions once all followers are at 100 and epic. The XP missions still award salvage crates, though, I'd recommend spamming them anyways if you don't need the xp.
