Normal people will never stop being mean and it is impractical to try and get that effect through either legislation or social stigmatization.

And bullying IS only problematic when it is directed at those who are especially vulnerable because they are the only ones who react to it dramatically.
If you or I were pestered by some degenerate, would we not simply be able to ignore it and move on? If regular people threw jabs at one another, would they not be able to laugh it off or know when to stop? The problem arises when someone takes things too hard, and acts upon the anxiety they feel.
