No, the sand gnomes in BC used gnome models and are explicitly named sand gnomes. The quest does leave it up in the air as to whether or not they were real, or just your toon hallucinating out in the desert. AFAIK they have never been used anywhere else other than that questline. Pygmy race didn't even exist before Cata.

I remember that quest, but I'm fairly sure they were supposed to be a figment of the imagination, and I always figured pygmies were a play on that idea.

Of course, they could exist, I guess, but it's a really silly idea.
