World MS Issue

I'm having some serious d/c and lag issues today. This is completely new and has never happened to me in 6yrs+ of playing WoW. I am logging in and sitting around 75-150ms world. As soon as I start to cast spells or doing any serious movement (dungeon, raid, lfr) it goes to shit in a heart beat and d/c's me with around 600ms world. Here are all the things I have tried.

-Internet speed test
-Web pages and browsing have zero delay
-In-game FPS is 95
-In-game Home MS is 75
-Restarted my router and PC multiple times
-Updated all addons
-Turned off all addons
-Malware/Virus scans

WTF is going on??? I had to step out of a raid tonight (which they weren't too happy with) so that sucked. Does anyone have any other suggestions? Here is my speedtest link.

I am by no means an expert, but have you tried dropping your video settings to minimums just to get through the raid? Or have you tried that already, just not listed it?

Sadly yes I have already turned them all from High to Low. Forgot to include that.
