Think there's different stats available on the trinkets, but I may be wrong.

As for using it as resto, it's going to depend on how you feel about your mana. If you feel like you can give a trinket spot that's giving you spirit, by all means, use a throughput trinket. I'm personally using Mythic Shards/T3 Hourglass on the majority of the fights in HM, since none of them are too long besides Imp, and brackespore has a blue shrooms for at least some regen.

The problem with a intellect proc is that you can't control when it happens. What if it happens when you just finished topping everyone off?

I believe their are much better choices out there including the hourglass.

You can estimate that by looking at graphs for your throughput over time. If 30% of a fight is you healing intensely and 70% is you not doing all that much, then on average the value of that throughput proc is reduced by 70%. This value varies enormously between fights, though. Some have a lot of fairly lazy time (H&F, trains), while others have incoming damage throughout the whole fight (Darmac, Kromog). So these trinkets can be good on some bosses while useless on others.
Diplomacy is just war by other means.
