Why is this talent so bad compared to the other two or is it?

It's bad because its damage is low, and it's boring/uninteresting.
Even after the +80% buff it's getting in 6.1, it's still the worst talent.

It might be worth it on cleave fights like twin ogron but its damage is still too low on ST fights and its clunky and inflexible.
