I know they're trolling or trying to incite an argument, but generally "business people" want to help out their peers and immediate subordinates. They want to make generous bonuses and raises when the business allows, that makes them feel good. Men tend to dominate the business world in the US (and probably around the world), and they tend to mentor and help out other men instead of women because of this bias at an extent of ~23% more as you highlighted.

You need to separate the face-to-face interpersonal relationships with the concept of not approving bonuses for your anonymous employees you don't interact with on a daily basis.
