How does Divine Star pick its targets?

Lets say I'm healing on Gruul for example and the opposite side group takes damage... Will the first pass of the star be wasted on overhealing on my group or is it smarter about that?

How does the target cap actually work?

It will heal every player it passes through regardless if they need healing or not. The healing is reduced for every person past the 6th that it hits.
