Responding to just the title, no. Your story is really confusing though. It sounds like you are saying that your cat likes to nest in his closet and he doesn't want it to. It seems like your roommate has very poor judgement, but intended to deter your cat instead of hurt it. I would say he is an idiot and negligent, but not necessarily responsible for your cat deciding to lay in insulation. As I said though, not really enough information to go on.
