    If it seems like it never stops raining, blame the Russians. Or even the North Koreans.
    CIA chiefs fear hostile nations are trying to manipulate the world’s weather, a conference heard.
    A leading academic has told how he got a mysterious phone call asking whether foreign countries could be triggering droughts or flooding.
    Professor Alan Robock, from Rutgers University in New Jersey, said: ‘Consultants working for the CIA rang and said we’d like to know if someone is controlling the world’s climate would we know about it? Geoengineering techniques range from cloud seeding, in which chemicals are sprayed by planes trigger rainfall, to shooting mirrors into space to reflect sunlight and cool the Earth.

    However, he told the American Association for the Advancement of Science’s annual conference in San Jose, that the weather has been weaponised in the past.

    During the Vietnam War, US scientists tried to increase rainfall to hamper the enemy’s progress by spraying particles into the clouds.

    You can control the environment with animals if that'll help you anyway? I mean in Russia, a guy introduced some bison (buffalo), horses, musk ox and reindeer to a large area of tundra and found it became colder and turned into a grassland.

    Yes, but it largely requires proximity. You cannot build a GI Joe-style weather dominator and cause hurricanes half the globe away, well, theoretically you could but not with our current technology. HAARP conspiracy theories kindly piss off. You can certainly apply chemicals to localized weather systems to alter their current effects, but only to a certain degree. Causing it to rain, or not rain is not particularly complicated, provided that suitable conditions are available. Causing hurricane-like winds? Earthquakes? Things that can really devastate a city or nation? Eh, not really.
    Human progress isn't measured by industry. It's measured by the value you place on a life.

    They are talking about the worlds climate.

    Blaming global weather changes on international plots to destroy America is just going way far out there into conspiracy theory territory. A few unsourced remarks completely out of context is far too thin to spin off of.
