Heavy Repercussions doesn't force you to do anything. You can use sblock as a rage dump while off tanking if you'll have 2 charges ready for your taunt

HR is already the lowest DPS talent and that's using SB on CD. SB has a 12s CD so most of the time you can't use it when you want if you want it to be back up.
