Healing Elixirs

Did Healing Elixirs talent got ninja nerfed?? is constantly healing me 29k on with 270k HP, that accounts for 11% of my HP not 15%. am i missing something?? my test is take off and put back an equipment to lose health and use chi brew to proc healing elixirs.

Fixed in 6.1.

It's actually been like that since 6.0, and most of WoD beta. It was just never hotfixed for some reason, but I think it's fixed in 6.1.
