Grun'lek and follower upgrades?

Is there some prerequisite to get grun'lek to give you the daily to trade Iron horde scraps for follower upgrades, because at the moment he's only selling the tmog gear

is your mill / bunker level 3? that's the only one I can find. I have one toon whose bunker is only level 2 and he doesn't have access to the quest while my others do.

Thats what I figured, thanks for the help. Didn't see anywhere that it had to be level 3

Just for emphasis, you get both a weapon upgrade and an armor upgrade token at the same time. Building as to be level 3, but thats still a neat benefit.
