Archmage's Incandescence proc inconsistencies

On this gruul attempt, 2 of the warriors had 2 procs of Archmage's Incandescence and the third warrior had 6...

Is there really that much RNG? I thought the internal CD and average procs per minute are supposed to even that out.

Not really looking for other comments on the logs, just looking for an explanation as to why this may happen or is it possibly a bug in the logging of this proc?


Edit: Disregard, I was just under the incorrect pretense that it was some how normalized. Its completely RNG, got 2 procs in a row and 3 over 4 min or so, and he got 1 proc in that time while auto atking with 0 haste on the dummy.
