Is their any class/spec, that a norm tier piece that would actually be better then upgrading to a heroic or mythic item?

Completing tier bonuses will be better than using highest ilvl gear for quite alot of specs, though it depends on current gear etc.

Normal (665) tier is an upgrade over mythic highmaul (685) or heroic BRF (680) gear in the same slot if it completes a 4pc for most classes as far as I know. For 2pc it depends on the class.

I know for mages in particular the 4 piece bonus is really strong.

It depends entirely on the spec and how strong the bonuses are. As a mage, normal 2 and 4 piece bonuses were stronger than my mythic HM gear for both Arcane and Fire.

As people say, it depends on the spec. I gave up mythic HM shoulders for my 2pc and expect I'll probably end up losing my mythic HM chest for 4 pc, but I've also had pulls where I've had 40 out of 50 seconds with bestial wrath up. Seems worth it to me!
