Building for a friend, recommend parts?

Looking for more guru help. My friend wants to spend 600-650 on a custom PC build. Thinking Skyrim, Battlefield Hardline 30+ fps on medium settings within range of a lot of chaos. harddrive space not really an issue, 500 gigs minimum is fine. Can you guys suggest a pcpartpicker list for that criteria?

Not at this time. I'm going to recommend he get windows 10 and skip 8 so it's not an issue I'm worried about right now. First we just want to get the machine built. Probably should have mentioned that.

Keep in mind that Windows 10 is a free upgrade for Win7/8 users.

Windows 10 isn't slated for release until the earliest September 2015. Windows 7/8/8.1 will get a free upgrade.

Well, you can always drop the GPU down to a 270(x) But it might also be worth it to drop the cpu down to a 4460.

Yeah. I think, it might be more usefull to go for a 4460/4590 + 280(x). If the 650 is a hard set budget.
