Really not a fan of forcing more 5 Holy Power consumers (again, defeats the point of having 5) or Rude Interruption being any more than a glyph :\ The 2pc would be damn worthless on most fights.

These are not 2/4pc, they are just baseline. Or did you mean cast time?

Not sure if I like the idea of making a tank CD into a rotation ability.

Holy 2pc: Casting Flash of Light or Lay on Hands on a beacon target has a 30% chance to reduce damage taken by 10%

Holy 4pc: Critical heals with Holy Shock and Holy Light cause the target to become infused with light, increasing their attack/cast speed by 5% (cannot stack)

Ret 2pc: Final judgement - Using judgement empowers your next Templar's Verdict making it do x% increased damage.
Ret 4pc: The Death Sentence - Whilst your Death Sentence is active your templar's verdict hits a second time for 50% damage, templar's verdict when used on non-elite monsters have a small chance of receiving a swift sentence and dying instantly.

Maybe a little overpowered but I liked the gimmicky Judgement and delivering the final sentence, even to the point of the little fun addition to non-elite mobs.

2set = should be baseline (maybe not the mastery part)

    4set absolutely broken.

i would go with something like this

2set Whenever your Holy Power generating spells and abilities crit, gain 2% multistrike for 5 seconds, stacking 5 times.

4set, Whenever Templar's Verdict, Final Verdict, Divine storm, or Word of Glory multistrikes, your auto attacks become infused with the light, dealing holy damage for 5 seconds.

This would give ret some scaling that i think it actually really needs. Gaining high crit would also give you massive multistrike benefits and having higher multistrike means that haste becomes more viable via quicker autos during the 4set duration and trying to get more finishers and generators out. could be tunned higher if needed.

For prot i woudl go with something like this

2set Grand Crusade also applies on blocked attacks, resetting the cooldown on avenger's shield and giving 1 holypower.

4set Whenever the paladin heals himself, any extra overhealing that is done is converted into a shield for 70% of the amount over healed. healing a friendly target gives half of this effect to them.

4 set is a must to make our big wogs more usable, and this set would let them test it out and see if its OP or not (prolly not)((also makes multistrike not that shitty since it woudl work with that and our multistrike passive)) 2 set is just a quality of life thing and promotes more mastery

Man I'd love an effect like your 2pc anywhere in our spec.

Holy 2 PC - Your Flash of Light and Holy Light have a 50% chance to generate Holy Power. This effect cannot occur more than once every 4 seconds and Illuminated Healing effects from Flash of Light and Holy Light also effect your Beacon for 50% of the amount shielded.
Holy 4 PC - Your Word of Glory and Light of Dawn now also heal the target for an additional 20% over 6 seconds.

Prot 2 PC - When a victim of a direct melee attack, there is a 50% chance you will generate 1 Holy Power. This cannot occur more than once every 6 seconds. Each Holy Power you store increases your Block Chance by 2%. Casting Word of Glory increases your Block Amount by 10% for 12 seconds.
Prot 4 PC - Your Word of Glory now generates a stack of Templar's Fortification when consuming 3 Holy Power, which allows you to cast a free Shield of Righteousness. Limit 2 Stacks. Lasts 8 seconds.

Ret 2 PC - Casting Judgement on a target effects it with Judgement of the Crusader which lasts 4 seconds. All Crusader Strike and Hammer of the Righteous attacks made against the target effected by Judgement of the Crusader will generate 1 additional Holy Power.
Ret 4 PC - When you cast Divine Storm, your next Templar's Verdict will also strike all targets for 50% additional Damage split evenly among all targets including the primary target within 8 yards.

For the Prot Set bonuses, usually are shared among other Tanks, the 2 and 4 set bonuses for other tanks will also be shown here.

Blood 2 PC - Your Death Coil now also generates a stack of Sense of Blood. This effect cannot be triggered more than once every 6 seconds.
Blood 4 PC - When you gain a 3rd stack of Sense of Blood, your Rune Tap gains a charge. If you already have 2 charges of Rune Tap available, the cooldown of Rune Tap is reduced by 33% until 2 charges are used..

ProtW 2 PC - Your Shield Slams cause you to generate a charge of Bastion of Steel. Bastion of Steel increases your maximum health and healing taken by 5% stacking up to 5 times. Your Revenge consumes all stacks of Bastion of Steel to increase your Mastery by 4% per stack for 30seconds. Health lost from consuming Bastion of Shield becomes an Absorption Shield.
ProtW 4 PC - When you gain a 3rd stack of Bastion of Steel, a charge of Shield Block is instantly refreshed. Your Shield Block can only gain a 3rd charge this way. Max 3 charges.

Guardian 2 PC - Your Maul Multistrikes also generate a stack of Ursa Major. This cannot occur more than once every 6 seconds.
Guardian 4 PC - Every 5th Stack of Ursa Major you gain Nature's Defense. Natures defense depends on the select 100 talent. Guardian of Elune grants an additional 1 charge up to a maximum of 3 charges to your Savage Defense. Pulverize will be cast for free and act as if it used 3 stacks of lacerate, and your next Bristling Fur's will not trigger a cooldown.

Brewmaster 2 PC - Your Keg Smash and Purifying Brew generates a charge of Drunken Defense. Each stack of Drunken Defense reduces your damage taken by 2%. Your Expel Harm consumes all stacks of Drunken Defense and grants you 4% of your Maximum Health for 1 second for every charge consumed.
Brewmaster 4 PC - When you generate 3 stacks of Drunken Defense, you gain a charge of Guard. Max 3 charges, a 3rd charge can only be generated this way.
