The final ascended version? No, not unless you have some things tucked away in the bank.

Some things are gated (food, grow lamps) but you can buy them on the TP if you were trying to get this in one go. But there is an item that you need to do fractals for, and you need 5 pristine fractal relics to buy it. So unless you get the double fractal dailies, then do a fractal in 3 different brackets, you aren't going to get that in one day.

If you do buy the food and lamps from the TP, it is also going to cost you over a hundred gold. It's been a while since I did it, but from memory you need 3 (or 4?) lots of the food and lamp. And you need 7 of each kind of food. So be prepared to pay a lot. You also need a fair amount of ascended materials, but if you have been running around at level 80 for any amount of time, you are likely to have plenty of that.

No, some things need time unless you already happen to have them. For example the Charged Quartz Crystal. Even if you have all the money to buy everything, this you have to make. So if you happen to have those, then you can probably do it.
But it can be done for a low price if you're ok with the time. It can save you hundreds.
