Highmaul was a half-tier, but because BRF's release was delayed (due to holidays and feedback about MGV being too short) and Warforged gear the level bump wasn't enough to feel like a real upgrade, so they shifted it up five item levels. Five more item levels does not a tier make.
Some of our raiders that got Sockets on Mythic gear like belt, bracers, boots weren't going to upgrade them for BRF unless it was warforged or had a socket. This change helps with that and I think that's a great thing.

Only if you count Ruby Sanctum as a tier.
    TBC was four tiers, though.

Highmaul and BRF are told to be the same raid-tier, so how exactly do you get that conclusion?

count the number of "tier" armor sets.

Naxx/EoE/obsidian sanctum, ulduar, ToC, ICC. Though TBC did have the most raid content.

You got charged extra because Blizzard knew they could get away with it.

Karazhan was its own tier-- it was either you combine around three successful Karazhan raids and went on to Gruul (or if it took long enough, skipped to Serpentshrine or The Eye, or even later, Hyjal or Black Temple) or you didn't and maybe went to Zul'Aman (if your raid actually stuck around that long without going to the other places).

So you'd rather have each xpac up 2 dollars, and pay more than have them do it all at once? So you and other people had more to complain about each expansion? No thanks, the price hike brought enough complaints for every other xpacs and then some for the next. I'd prefer to pay less the past few and then pay more this one, because whether or not they did it each xpac increased by 2 dollars or something, this xpac would have still cost the same.

"BRF ilvl change, so WoD will have at least 3 raid tiers. "

Is it just me or there is zero logic in this statement indeed?

Not following the logic at all. BRF is half of tier 1, regardless of ilvl. MoP had 3 tiers, yes. As did Cata. WotLK had 4. Etc.

    T4: Karazhan, Gruul, Mag
    T5: SSC, TK
    T6: MH, BT, SWP

The only expansion who had more than whole tiers was WotLK.

    LOL
I actually honestly forgot to count ToC. I think it says it all about my opinion of the raid

I stand corrected though, yeah WotLK had four tiers.

TBC had three tier set (T4 to T6), but the T6 gear covered two tiers (Black Temple/Hyjal and Sunwell Plateau). I guess people can debate if Sunwell Plateau was truly another tier, but I think it was far enough above the previous one and big enough to deserve this label.
