scepter of azj'aqir - increase Chance with an alt?

Pretty sure I read somewhere that the chance of getting a rare for a given race on Azeroth (not elsewhere) is reduced to virtually 0 if you only have 1 left to find for that race. So at that point, yes it's alt time. (until then, hope for the right one to pop)

(I'd be interested to know if anyone has actually managed to find all the rares for an Azerothian race, not counting the turtle shell as that was added in later)

I had all the Night Elf rares back in Cata when I was trying for TV pet/mount.
