BM Rylakstalker proc on target dummy

It seems when I play with the target dummy I never get the Bestial Wrath reset. Is it just me?

Never mind, it seems it just doesn't proc that much. Over a minute for each. I did a 10 minute dps on dummy and only seen it proc a few times.

It's 10% per KC so pray for resets.
