Unless you have witnesses or they agree they owe you money in writing, you can't get it back in court. So you're left with break their kneecaps.

What have you done thus far though in trying to recover it?

Have you asked the? Told them you're going to escalate it etc?

And possibly you can contact management/ your landlord and inform them about this before informing the police and see what they say.

But putting your cards down on the table to the person who's not returning the item might work (I'll call the police if you don't return X).

Or just take the item back from their room.

Depends on what it is, and who it is.
I have one friend who if I loan anything to, I know he is forgetful but a good guy. So when I don't get my lawn mower back for a week I go knock on his door and tell him he is an a____le and I need my lawnmower back.
If it is someone I think is trying to dodge me for whatever reason, then simply put I count it as a loss in general and don't help them out ever again.
I also don't loan things I'm not okay with not getting back.
