Hmm, I'd guess a month and a half at the least, maybe up to 3 and a half at the most befor it is out on live servers.

You don't really need to guess much on this one. Blizzard always drops something significant when a new MMO or expansion for an existing rival MMO is dropping. You can bet that FF14's expansion is the sole motivator on the time frame for this next raid tier, 23rd of June I believe is the release day for Heavensward so just over 2 months of PTR time should be doable for this new raid tier assuming they get the testing started quickly.
Anyone who says anything other than this date is living in a fantasy world. Whether it lands on the 23rd or not, the current plan is 100% to hit that date unless there are problems.
