I've seen a lot of dicussion on it but I want a clear answer.

Does multidot FS give more Lava Surge procs ?

For reference, it is still optimal to multi-dot on Hans and Franz and during boat phase on Maidens.

I only multidot on 2 targets. I do this because lava burst is worse dps than chain lightning on 3 targets or more so obviously flameshock is fairly useless with out having lava burst in your rotation.
On mythic beastlords I've started putting flame shocks on the skewers right before the final nuke phase just so I have some more dps for when I need it.
