Pc sometimes is capped at 30fps

Okay so this is more of a minor annoyance than a problem but sometimes when I turn my PC on my FPS in games gets capped at about 30fps and looks really shitty, after I shut the PC down and turn it back on the problem is usually fixed. Sometimes I have to turn off and on 2-3 times before I get normal FPS.

Anyone have a clue on what is causing this/how to fix it?

Vsync on + fps dips below 60 long enough to make it cap at 30?
If you must insist on using a non-sanctioned sitting apparatus, please consider the tensile strength
of the materials present in the object in question in comparison to your own mass volumetric density.

In other words, stop breaking shit with your fat ass.

Did you also check Vsync in your graphics control panel?

This is only the case with vsync if you don't use triple buffering. This hasn't really been an issue for some time.

This honestly sounds like the old nvidia prerendered frame bug.
Do you have a GTX series?
if you do, go into your nvidia CPL, global settings, maximum prerendered frames. set it to 1 and give it a go.
