I think people treat each other decent just not all of the time and everywhere otherwise human societies could not operate.

I believe this yes. If humans treated each other as humans instead of toys, numbers, etc and worried about the world around them instead of their insular bubble they live in humanity as a whole could advance farther then we'd like to admit. But a day like that won't likely come unless there is some sort of global catastrophe that triggers it. Ozymandias in Watchmen was trying to do just that though his vision did require murder on a grand scale.
