Its just a cultural thing. The Orcs never discovered arcane magic while some other races in the universe did. Then once on Azeorth they got taught magic.
Humans never had arcane magic until the High Elves taught them to use it.

I don't think that you need intellect to wield arcane. MU ogre mages and jaina prove that you can be a mage and complete airhead.
