Well, from what I saw in The Office, it's probably a joke, like the Gaydar. Dwight thinks he has a gay detector. Apparently you think there is a pedo-meter, or a pedophile meter. Unfortunately all you can do is look at their face (for the mustache) and what vehicle they drive (a candy van).
