On the contrary, when police have tried to carry out routine law enforcement functions and go out on calls in Baltimore's worst neighborhoods, they are usually quickly surrounded and harassed by the citizenry now. Whether they will or won't police is moot; in practical terms, they no longer can.

That's happening all over now, as people are emboldened to interfere with police instead of standing back & recording.
