I haven't done any math but since it drops against anything that so much as sneezes at it, it is absolutely essential that it gets OHKOs. I imagine that the attack boost helped turn a bunch of two hitters into those.
It should come as no surprise that Smogon doesnt like near guaranteed kills. It probably would have been banned in earlier metagames as well if its usage had been high enough.

Isn't the only evolution requirement for Happiny an oval stone being held and leveling during daytime? Chansey to Blissey requires max friendship.

It could be the time problem.

Generation VII (Sun/Moon): 6:00 AM - 6:00 PM (Sun), 6:00 PM - 6:00 AM (Moon, which takes place 12 hours ahead of your device's clock)

See if you can enter a moon/sun portal..if that is a case, then your time of evo is not right.

When you think you have seen everything Gen I could be glitched in, somebody writes a self replicating program for Game Boy, which runs in Pokémon Red and Blue and comes with Pokemon Generator.

(Yes, the genning is PokeBank compatible if you inject the save file into the VC games and don't make illegal Pokémon.)
